Safety Regulations and Inspections

Port Safety Regulations General Each tanker calling at SUMED shall be seaworthy, have a fit crew, and not be leaking oil and not be in a condition which presents a risk or threat of a prohibited oil discharge. Safety Regulations Whilst the vessel is moored or within the vicinity of the buoys all vesseløs personnel and vessels's operations must comply with the following safety rules. The Master of the vessel will be held solely responsible for damage of any sort which may occur and which is due in whole or in part to infringement of these safety regulations. - Smoking is prohibeted on board during loading operations except in the designated areas in the accommodation. Lighters and matches must not be carried outside these designated areas. - Doors and portholes are to be kept closed during loading operations and doors are only to be opened when entering or leaiving the accommodations. - Should any doubt arise that flammable gases may enter the area, all ventilators must be kept completely closed. - Any electrical equipment which is not wholly contained within an approved explosion proof I container, or any equipment which is not intrinsically safe must be disconnected from the power supply. - Only hard torches with a certificate of intrinsically safe approval issued or recognized authority will be allowed to be used. - Portable radio-telephone sets must be an approved type for safe operational use in flammable gas areas. - During loading operations only vapor proof electric lights are to be used. Ships deballasting and/or loading cargo during the hours of darkness will be required to brilliantly illuminate the area around the vessel to detect any pollution that may occur. - Continuous supervision to detect any oil spills is required and in the event of a spill occuring, the Terminal Control Room must be notified immediately. - Adequete deck lightning must be available for night mooring, loading and deballasting. - It is forbidden to blow boilers down whilst the vessel is moored. - No tools which may cause sparks may be used for maintanence and connecting of hoses. - The vessel's officers are to maintain a 24 hour watch on deck to inspect the mooring ropes, cargo connection and hoses to ensure that they are in good condition. All unused connections must be blank. Any abnormality is to be reported immediately to the Mooring Master. Not less than one deck officer and two crew members are to be availbe on deck whilst the vessel is moored, and power is to be available on the windlass and winches. All deck scruppers must be tightly plugged before the hoses are connected. They are to remain plugged until the hoses are disconnected. Drip pans must be in place and used when disconnecting hoses from the manifold to avoid loss of oil or pollution. All cargo tank lids are to be kept closed, and the vapor line system is to be used for venting. All empty cargo tanks and those containing dirty ballast should be inerted and have O2 content less than 8 percent or less by volume. Before commencing loading, the SHIP/SHORE Check List must be completed and signed by the Master and SUMED's Mooring Master. All ballast and bilge overboard discharge valves are to be shut and sealed and all deck scruppers plugged while at SPM or anchorage area.
