Actions against national flag vessels
Overview
The Delhi Policy also resulted in the extension of the FOC Campaign to national flag vessels. In November 1999 the ITF's Fair Practices Committee (FPC) decided that, in cases where individual bona fide national flag vessels are concerned, for an ITF action to be warranted the individual vessel concerned must be considered to be "sub-standard" and/or operated in a manner which represents "unfair competition".
