Actions against national flag vessels

The Delhi Policy also resulted in the extension of the FOC Campaign to national flag vessels. In November 1999 the ITF's Fair Practices Committee (FPC) decided that, in cases where individual bona fide national flag vessels are concerned, for an ITF action to be warranted the individual vessel concerned must be considered to be "sub-standard" and/or operated in a manner which represents "unfair competition".  ITF's criteria for taking action against Individual Sub-Standard Bona Fide National Flag Vessels In recognition of the arguments set out in Chapter Three of the Oslo to Delhi FOC Campaign Review document, and notwithstanding the potential pitfalls, and the acknowledged threat that sub-standard bona fide national flag vessels represent unfair competition and are in many circumstances guilty of social dumping; The ITF resolves that action by affiliates against individual sub-standard bona fide national vessels will be sanctioned and co-ordinated by the ITF Secretariat under the following conditions;  in normal circumstances action will only be taken following consultation with, and the agr...
