The BIMCO Ship Recycling Alliance has been established to coordinate the global voice of the ship recycling and shipping industries. Its primary goal is to promote safe and environmentally sound ship recycling practices worldwide. The alliance aims to ensure effective acceptance and implementation of the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships (HKC) by various stakeholders, including flag, recycling, and port states.
Purpose and Scope
The alliance is dedicated to the global safe and environmentally sound recycling of ships over 500 GT engaged in international trade. Its focus extends to international regulations through the HKC and the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal (BC), as well as EU and other regional or national applicable regulations.
Objectives
The alliance's objectives include:

Assessing and responding to proposals for future amendments to the HKC

Supporting robust implementation and enforcement of the HKC and BC requirements

Reinforcing communication reflecting the interests of the ship recycling and shipping industries globally

Supporting data gathering mechanisms to collect relevant information

Stimulating new ideas, encouraging industry-led solutions, and sharing best practices

Providing expertise and guidance to BIMCO members on ship recycling.
The alliance meets virtually at least twice a year, with short meeting minutes and updates provided regularly. The alliance can establish dedicated working groups, to prepare specific topics ahead of broader alliance meetings. The BIMCO Secretariat ensures an online shared workspace for members and manages meeting logistics.
Composition
The alliance comprises one chairperson and up to 40 members with expertise in ship recycling. Members include representatives from ship recycling associations, facilities, cash buyers, and shipowners. Initial members form the steering committee, which is responsible for setting the alliance’s goals and work streams.
